The Kings are actually one of the better gangs in the game. Their main focus is on keeping Freeside from getting consumed by violence, and they have their hands full with that. It's only the Courier whom they charge for water; the residents of Freeside get their water from the Followers of the Apocalypse, at the Old Mormon Fort. Look at it this way: the Followers help the people of Freeside, while the Kings make sure that the Followers can do that safely. View Profile View Posts.

Some of the quests in Freeside were some of the first made for the game, so they get somewhat inconsistent at points the quest tied to the water pump even if it never actually says this is High Times given by Julie Farkas.
